School District: Air Base Impact Aid Set

Hatboro-Horsham School District officials said its annual disbursement from the federal government in lieu of taxes on Willow Grove air base is ‘guaranteed’ for a few years.

Calling it a “significant victory,” Hatboro-Horsham School District officials shared that for the next few years, administrators will not have to fret about how much – if any – federal aid will be received for Willow Grove air base. Robert Reichert, the district’s director of business affairs, said the district has been working for the last few years to “streamline the funding formula” in order to help stabilize payments. During Tuesday night’s school board meeting, Reichert said the district did just that.  For this year, Hatboro-Horsham will receive $1.2 million, he said. School District Impact Aid Intact - For Now

Hatboro-Horsham School District officials said moving forward the approximate $650,000 in federal impact aid for the former Willow Grove air base could be reduced.

The "looming question" for Hatboro-Horsham School District officials revolves around more than just whether federal dollars will be received in lieu of 1,100 acres of non-taxable land at the former Willow Grove air base. Since the federal government proposed an 8 percent across-the-board funding reduction effective in January 2013, Hatboro-Horsham officials are wondering how much federal aid will be forthcoming in future school years.  "The one looming question every year that’s going to impact us is impact aid," Superintendent Curtis Griffin said during Monday's school board work session. Maybe Mr Reichert should explain why the district has not taken into consideration that this "aid" would be reduced and stopped at some point? Everyone knows the base was going to close for 6+ years, but it seems the district continued to rely on this funding to support the budget..Now that the funding is almost over, the budget will be in deficit, and taxpayers on the hook   more ›

State $ to Fund H-H Kindergarten Support Program

Hatboro-Horsham School District will receive $112,990 to cover instructional coaches, support staff for about 30 kindergarteners.

For the second year in a row, Hatboro-Horsham School District has received an unexpected windfall of state funding above the amount factored into the district’s 2012-2013 budget. On Monday, the Hatboro-Horsham School Board approved a budget supplement of $112,990. Those state funds, which were initially announced in June following the district's budget adoption, would cover the district’s accountability block grant. The state-funded grant provides for early education programs aimed at improving student achievement. H-H Could Lose $650K in Federal Impact Aid

President Obama's proposal to eliminate funding for school districts near military installations could pose further budgetary concerns for Hatboro-Horsham.

The Hatboro-Horsham School District knew the approximate $650,000 earmark from the federal government would go away eventually – but the possibility of the loss beginning next year has made district officials “fearful.”  Officials, during Tuesday night’s school board meeting, announced plans to lobby against President Obama’s proposal to cut federal impact aid for districts, including Hatboro-Horsham, that receive federal government funding for military land within the district’s coverage area. Hi, I am not sure. I believe debt service is usually from large projects, say a school renovation or something like that, which is repaid over a specified time period.   more ›
