Rebounding, not rebuilding. That is hopefully the mindset of the owners of our four Philadelphia sports franchises as their teams head into 2013. First off, who knows when the NHL will return to play any games this year, but if so, the Philadelphia Flyers will make their usualy Stanley Cup run. The Philadelphia 76ers have fought hard so far this year, sparked by the young shooters Jrue Holiday and Evan Turner. But in order to get into the playoffs and maybe over the hump, getting center Andrew Bynum on board -- even for a month or so -- just might be enough to turn this team into an elite contender. The Hatboro Borough Council is expected to adopt its finalized 2013 spending plan on Dec. 17.
Hatboro taxpayers are getting an early Christmas present: No additional municipal taxes. On Monday night the Hatboro Borough Council adopted the preliminary version of its $4.6 million spending plan, which holds the line on taxes for the coming year. The governing body is slated to adopt the final budget on Dec. 17. In addition to maintaining the existing 7.878 millage rate, Councilman Vincent LaSorsa said he "rearranged" some of the borough's taxes. LaSorsa said the amounts for fire protection and debt service were increased, while the general fund rate was reduced. Based on a cash flow analysis through spring 2013, LaSorsa said it would not be necessary for the borough to take out a tax anticipation notice - or loan - to cover …

Shapiro: $413.8 million budget is 'an honest game of chess, not cheating at checkers.'
Montgomery County officials on Thursday unveiled a proposed $413.8 million county budget for 2013 that includes no increase in county real estate taxes and sets aside $2.5 million to begin replenishing the county's depleted cash reserves. Board of Commissioners Chairman Josh Shapiro called the budget "honest" while county CFO Uri Monson characterized it as a "first step" toward solving the county's fiscal woes, which have drained the county's reserves and led to downgrades from credit rating authorities. Shapiro said the $2.5 million allocation to the reserves was "a serious down payment on the future." "When our predecessors took office, their reserve fund stood at $100 million," Shapiro said. Horsham residents will see no new taxes - at least at the municipal level - under the township's proposed $14.1 million 2013 budget. The Horsham Township Council voted 3-0 to introduce next year's spending plan during Wednesday night's meeting. The budget, which reflects a 5 percent increase in spending, will be considered for adoption on Dec. 12, according to Horsham Township Manager Bill Walker. Walker said since the the beginning of Horsham's "public recession" in 2009, the township has decreased the number of capital projects carried out to help weather the difficult economic storm. Horsham Council will vote on its $14 million budget in mid-December.
If Horsham’s proposed 2013 budget remains on track, residents will not be asked to contribute any additional tax money next year. The budget, unveiled before Township Council Monday night, does not call for any tax hikes. The budget — which totals $14,195,854 — includes a 5 percent increase in expenditures. Township Manager Bill Walker, however, said the increases are minor. Walker said borough staff began working on the budget in July and were committed to keeping expenses low. “It’s still very conservative,” he said. “We’re not paving as many roads as we could or doing as many park improvements because of how the economy and market are right now. E-ZPass trips will cost 2 percent more, cash trips 10 percent more.
The Pennsylvania Turnpike Commission recently announced toll increases for 2013. Starting Jan. 6, drivers will see a 10 percent increase if paying cash, or 2 percent if paying through an E-ZPass account. The new rates are projected to bring in 3 percent more revenue and nudge drivers toward the E-ZPass system. Drivers paying electronically with E-ZPass will pay 25 percent less than those who pay in cash, up from 17 percent in 2012, and the annual fee will drop from $6 to $3 for noncommercial customers.
