Hatboro Police Make Identity Theft Arrest

Philadelphia woman allegedly used a counterfeit driver's license in an attempt to withdraw money from another person's bank account.

Identity theft (arrest)

Regetta T. Spence-Yaqoob, 48, of Philadelphia, was arrested on April 7, at 2:01 p.m., and charged with identity theft and related charges at the at 256 S. York Road after police said she attempted to withdraw $4,500 from someone else’s account.

Investigation revealed that she allegedly acquired the banking information for an unsuspecting victim then obtained a high quality counterfeit Pennsylvania driver’s license with the same victim’s information. The alleged scam began unraveling when an alert teller called police after noticing the driver’s license looked brand-new even though it had an “issued” date in 2008.

Spence-Yaqoob was charged with identity theft, forgery, altered/forged/counterfeit documents, and theft by deception. She was arraigned by District Justice James Gallagher of Bridgeport and was released from custody after posting $500 bail, or 10 percent of $5,000.

Disorderly conduct/borough ordinance

Mark Esham, 44, of Hatboro, was arrested on April 5 at 1:53 p.m., and cited for disorderly conduct and a borough ordinance (discharge of an air gun) after an officer on patrol allegedly observed him pointing a BB rifle out of a passing car window as he shot the stop sign at Norwyn and Crescent roads.

Public drunkenness

Carol A. Sullivan-Smiley, 53, of Hatboro, was arrested on March 30 at 4:42 p.m., and cited for public drunkenness when she was found highly intoxicated in a parking lot in the 40 block of South York Road.

Borough ordinance (soliciting)

On March 30, at 12:39 p.m., an officer on patrol discovered a large amount of vehicles parked in the borough parking lot on East Moreland Avenue and at the had menus for the Haru Asian Restaurant on Easton Road in Horsham stuck under wipers and forced into door cracks. Police said menus were also observed lying on the ground in the parking lots and the surrounding area. Police contacted the restaurant and instructed them to have someone clean the mess and retrieve the menus. Police said the restaurant did not comply. As a result, the business was cited under a Borough Ordinance for Soliciting without a Permit.

Disorderly conduct

Christopher J. Michael, 20, and Mark Forcellini, 18, both of Hatboro, were arrested on March 25, at 1:44 a.m., and cited for disorderly conduct. Police said the men had smoked marijuana on the front porch of a home in the 400 block of Madison Avenue, causing calls to the police due to the odor in the neighborhood.
