Tax PAYMENTS in Limbo

How is it that the Fed can receive (snail mail), process and deposit my TAX PAYMENT check (paper) in 3 days, (AMAZING IN AND OF ITSELF) yet our State still hasn't cashed my TAX PAYMENT, mailed to them 4 weeks ago?
