Hatboro Ex-Cop to Serve 15 Days in Jail
Former veteran Hatboro Police detective sergeant John Becker was sentenced Friday to up to 23 months of house arrest and seven years probation related to guns and drugs thefts and misuse of informants.
A former veteran Hatboro cop was sentenced Friday to 15 days behind bars in connection with felony charges stemming from his theft of narcotics, guns and cash and his misuse of informants to obtain drugs to feed his habit.
John Becker, 43, of Horsham, who had served as a Hatboro Police officer for 17 years prior to his March 2011 suspension and his resignation in June 2011, was sentenced Friday afternoon following his guilty pleas in August to 18 charges, including 10 felony firearms counts, stemming from his arrest in May.
Becker's 15-day sentence will begin on Dec. 26 at 9 a.m. Following that sentence, Montgomery County Judge Garrett Page ordered Becker to serve the remainder of his 11 1/2 to 23-month sentence via house arrest and electronic monitoring. From there, Becker will serve seven years of consecutive probation, the judge ruled.

He will need to pay a $1,000 fine, as well as $18,186 in restitution from money that he admitted to stealing from the Hatboro Police Department evidence locker while serving as its custodian. Becker was also ordered to repay $2,700 for a watch he stole from the locker. He also owes $120 in restitution to an informant. Page acknowledged that Becker - who is a full-time student seeking a degree in behavior health from Drexel University - may never be able to fully repay the money owed.
Had Becker been sentenced to the maximum extent provided, Page said previously that he could have potentially served between a 50 to 100-year consecutive sentence.

Becker's sentencing came following nearly two hours of emotional testimony from four character witnesses and a tearful Becker who apologized to his family and friends who filled the courtroom to capacity, wiped away tears and held hands as the judge read Becker's sentence.
Becker, who wept during his brief apology, said he was working to "take responsibility for my actions." Throughout the hearing, his attorney, Vincent DiFabio made reference to Becker's auto immune disorder and said the "crippling" pain associated with it is what led the good cop astray and caused his life to "spiral out of control" as he sought any means necessary to feed his habit.
"My medical condition is not an excuse," Becker said in addressing the court. "For 16 years I was a good, honest, hardworking police officer ... I've worked tirelessly to turn my life around and get on the right path."
By seeking treatment at the Mirmont Treatment Center in March 2011, Becker said he discovered that path - to become a drug and alcohol counselor. Besides his schooling, the recently remarried father of three serves as an unpaid intern for the VIPER program, which specializes in substance abuse treatment for first responders.
As he begged for Page's "mercy," Becker asked the judge to "consider the person I was before and the person I've become."
Prior to the sentencing, a prosecutor from the Attorney General's Office told the court that Becker deserved nothing less than prison time for his actions and for how he "betrayed" his fellow officers.
"When you put a badge on ... you separate yourself from the rest of the population," he said. "You hold yourself to a higher standard."
Becker, who joined the Hatboro Police force in 1994 and rose to the ranks of corporal in 2000 and sergeant in 2003, admitted to using police department informants to make drug purchases on his behalf. According to the criminal complaint against him, beginning in December 2009 and continuing through January 2011, Becker had convinced or coerced several informants – under the guise of furthering narcotics investigations – to buy prescription drugs, as well as cocaine, for his own personal use.
Becker, whose wife, Valerie, works for the county detectives, had served on the Montgomery County Drug Task Force, as well as the Bucks County Drug Task Force and the Emergency Response Team and received commendations throughout his career. Particularly because of his role in narcotics operations, the prosecutor said Becker's actions were "outrageous."
"This is something he chose to do ... rather than get help," the prosecutor said. "There can be no excuse, no excuse, no excuse whatsoever."
Despite taking part in "totally unacceptable behavior," Page said his ruling was lenient in large part because Becker's sons, ages 13, 11 and 9 "need a father."
"You can make a serious, serious impact," Page said, adding that perhaps the downward spiral led Becker to his true calling. "Maybe this incident happened for a specific purpose."

I am the parent of one young man who became a serious addict after befriending one of JOhnny's 'informant girls'.
She has battled addiction and they have a few friends that have died this year. These young people also have young children but hey - I guess it's all who you know !
I Personally called Hatboro's ''finest" so many times for help over the years and all this bull sure does explain a lot..
He was also my son's DARE officer once - still have the shirt !
he has ruined a lot of lives in this small town - crimes covered up- addictions spiraled out of hand- overdoses - jails - robberies - guns - wow !
I do hope he gets help but I know some of his 'informant' have served much more time for a lot less !

After loosing a Nephew, a Hatboro resident, to a drug overdose and reading the Keystone cop approach to this person I can only shake my head.
The only way to FIX this problem for ALL residents is to do the unthinkable and eliminate the smaller police departments and have a county or regional police department. Not just cost but improved quality of enforcement

John Becker was a stand up citizen in the police department before Facing addiction for 16 years. What about all of that? People make mistakes. Havent you? Im sure that SOMEONE you know or in your families have suffered from some sort of addiction. The consequences he has suffered are much more tremendous emotionally than any of you will ever understand. Addiction is a disease not a choice. And explaining that to his three young Children is consequence enough. His Children do need their father. Until you know all of the facts, or know this man personally, worry about your own lives.

stephanie- UNfortuneately I have had the opportunity of knowing exacly what this man was doing for years - I moved to this two bit town over 15 years ago and my son was baseball playing fifth grader. Until the day he bought drugs home from the middle school.. Like a concerned parent I took it to our local keystone cops and GUESS Who?

Let's see, for every child I have had in the psych hospital - each one are products of their environment. Personally I think you are suffering from a disease called cranial rectal inversion if you believe that addiction is a disease. Addiction stems from choice not germination of anything that hurts you, the person chooses to take the drugs and then chooses to not seek help when it becomes a problem so pull your head out of your butt and realize that it was his fault entirely to not only continue taking the drugs but to drag others in using his badge and power afforded to him by the very people that he turned his back on - the citizens who he swore to protect and the laws he was supposed to uphold and as far as the sentencing goes, that was a complete joke he should be sitting in prison just like anyone else who breaks the law, actually he should have gotten DOUBLE the time because he was a cop and betrayed his brother officers, the public and the justice system as a whole.

No Stephanie, People get arrested everyday and dont do an 8th of what he did, and pay dearly for it.. They also have children, families and people that love them..There is no sympathy here,We are the ones that see this happening and its bitter sweet when someone who has used thier badge for years, think they are above the law....Thier not.. He did just get a slap on the wrist as they are saying, He could be going away, Like thousands of others that didn't do anything compared to this kid. Funny Stephanie. What about the 16 years as a good cop? That's just it...he probably wasn't a good cop, though he did cash 16 years worth of paychecks. Do you really believe he was a good cop just because he was promoted by other Cops? Do you really think he just "Broke Bad" after 16 years and all these charges and drug thefts just came flying at him? I have made mistakes, and when the "Justice System" is around they extract exactly what they think your "mistake" was worth from your checkbook by way of fines. Also, listen to yourself - addiction is a disease and not a choice - yet this "Officer Of The Law" would routinely interrogate, arrest, and incarcerate "addicts" for breaking the law. And no, telling your three children that daddy did bad things at work is not punishment enough for breaking laws you are sworn and compensated to uphold, I can't even see how this makes sense. We could clear the prisons and save a bunch of Tax Dollars if everyone were to confess to their children which crimes they committed. I know enough facts, he pleaded guilty in a court of law to several felonies. Fact. Also, I don't want to know this man personally, and being that these Felonious Officers patrol our streets everyday with sidearms, assault rifles, tasers, and impunity provided by their supervisors and horrible judges, I am worrying about my own life.

There are a lot of people breathing a huge sigh of relief now. Some are wearing badges and others were elected by us, they wrongfully act with impunity. The system failed because it was manipulated. Let’s not forget that we hold the ultimate power. If our police officers, elected officials, and judges don’t do right by us it’s our responsibility to act. Vote them all out of office.

Stephanie, I have had family members who were addicted and for less have spent far longer in jail. I have had the occassion to encounter Mr Becker, he wasn't a very nice person. Most addicts weren't bad people before they were addicts, some had families, just like Mr. Becker, they were not however, a member of the law enforcement community and are now in jail and their families suffer. As a law enforment officer he really should be held to a higher standard of behavior. And as you indicated, Mr. Becker WAS a stand up guy, past tense. I wonder if he was a stand up guy, usually drugs and alcohol only bring out your base personality. I am just saying he should be made to serve the same sentence as Joe Shmoe who happend to go wrong because of addiction, this isn't the case here. I have made a mistakes and I paid the appropriate price, that's all I want to see happen to this man.Do you have the same compassion for other addicts who are rotting in jail? I'm sure quite a lot of them were "nice" people, with families and children.

I know plenty of addicts who are serving a lot of timein jail for a lot less charges. They have families. One of them went to jail a few days before Christmas. He didnt get to wait, his sentence wasnt lenient because his kids need a father.

An officer is held to a higher level because they swear an oath to uphold the law and to protect and serve the citizens of the township/city/county where they work when they accept employment as an officer. John failed miserably to keep his oath. He stole guns and sold them, not knowing who's hands they might fall into. 15 days in jail is a joke.

He is getting jail time...his career is ruined. He has damaged relationships with friends and family. He is back at school seemingly turning his life around. Not sure what it commonly would be for this. He is not being treated like the general public. The general public does not receive this much public attention for their crimes.
While I agree he took an oath - the whole general population should be abiding by the same standards. Laws are laws are laws. Judges and attorneys ultimately determine someone's fate. John Becker can only determine whether or not he returns to the habits, or returns to how he was before the habits. Not sure what more can be done to make people happy.

Twinkle Toes, he can serve the standard sentence for his crimes! Plenty of others have turned their lives around and still get sentenced to multiple years in jail for the crimes that Mr. Becker commited. Like someone here already said, the Judge and the DA's are really the ones who didn't do their job. I wonder if the next person who commits the same crimes for similar reasons can use the "John Becker" defense and get the same sentence?

Personal aspect aside...What about the DOCTOR who put him on addictive pain meds to begin with??? How long are we going to stand by and allow these guys to keep on prescribing Oxycontin?? The drug company who makes that needs to be stopped from promoting it. And dr's need to think for themselves and question the AMA and journal of medicine. Ridiculous.

Really --- The doctor we are going to blame? HE is resonsible for his actions and lack of. Does it leave you wondering if the people he helped to put away actually deserve to be put away? And what about what he was charged with, are there more victims out there that don't want to take action because they are afraid of going to the "authorities". the problem is exactly that. The doctor and his client should have discussed aftercare treatment planning. A detox off the narcotics and such. I agree with you in a small way ,YIKES! I have only met two people who have checked as a part of their treatment planning being discharged from a medical doctor. Shame, but that is the start ~ for some

Oh dear god. It's everyone's fault. Everyone lives such perfect lives except for the people involved in the "John Becker" scandal. Seriously? Crime. Sentencing. Done. I hardly believe if all of the people that were involved in this were as they are painted on here, that this would be the first time we are hearing about their crooked jobs within their professions. Maybe those of you who are so worried about others being treated fairly should consider recommending the attorney that he used to the criminals that are just like him. Or is the attorney at fault, too?

We will most likely never know how many people/familys he has victimized. A lot of them were kids. Don't know about you, but I can't afford a lawyer, how is/was he able to afford a lawyer and attend Drexel on a Citizen's paid police salary? We know about the crimes he was charged with...what about the 1...10....100...others? Don't be ignorant, these blogs are for people to discuss...you seem to be one of those that thinks everything can be remeded 1,2,3 or maybe related, friend of, and/or maybe in law enforcement yourself. In this day and age especially, its ugly out here "we the people" need to trust, if no one else Our law enforcement.

This was a very public case, unlike most others charged with burglary and drugs. Yes, I understand why that was - but my point is, if someone wanted to come forward with how he victimized their family and/or children - they could have. Maybe his family is paying for the attorney and Drexel. Who cares? How does that affect you? How is YOUR specific life different today or tomorrow if he pays for it or if his family does?
Furthermore, I am far from ignorant. Likewise, I am wise to realize what matters in MY life. Yes - I love a healthy discussion, and I don't see where either of us (you and I) stemmed from that. Like you, I am discussing it on the "blog".
Finally, we do trust our law enforcement. He is off the streets with a badge. The shame of it is that no one, who was treated by him so poorly, victimized, etc. stepped up before this became so public. If it was the bad, they should have gone to his boss. And if not pleased with that outcome, to the county, etc. There are steps people can take. Can't settle, in this day and age, to allow yourself to be victimized be anyone, let alone a cop.

I think his crime is right up there with "cop killers" - he jeapodized the lives of his co-wokers, family, and community. Well, I guess VIPER will be so fortunate to have a true calculating dangerous person on the behavior modification team- cause he should be able to spot a bullsh**ter a mile away. Sounds like Mr. Becker may have violated the civil rights of his CI’s. If the missing shotgun that is still M.I.A. is used in a violent crime and traced back there could be repercussions also. Don’t rule out civil lawsuits too. This may not be over, I urge anyone that may have been used by Becker to seek an experienced civil rights lawyer.

7 years is a long time for probation, probably get a few different officers with that time frame. House arrest is pretty long to... but comfy setting. What was the restitution total based on? What he cost the tax payers or otherwise? 250 Community Service hours is less then his intership hours he will have to do to get his degree (I think).

JUDGE GARRETT PAGE - SHAME SHAME SHAME SHAME. SO SHAMEFUL. I have ZERO faith in YOUR ability to judge. I don't know what clouds you vision of justice but THIS IS AN ABOMINATION OF JURISPRUDENCE. Shame upon you. AND HE GETS TO HAVE CHRISTMAS?!?
This ex police officer cannot have spent the amount of time soul searching and healing himself from drug addiction, and re-paying for his guilt - HE FOUND THE TIME TO GET MARRIED??? Does that sound tenable? There is no way I can believe he is TRULY SORRY for his actions. And I don't believe his choice of major at Drexel is a sincere one - I easily believe it is a ploy to attract sympathy and confidence in his sincerity. This kind of time it takes to recover from such personal corruption is more along this lines of 10 years or more. I don't believe he is sincere.
This has completely eroded any faith I have in the HATBORO POLICE and the MONTGOMERY COUNTY JUSTICE SYSTEM. The only conclusion I imagine any reasonable citizen can come to is that this is morally bankrupt behavior from a respected, trusted, and very necessary bedrock of our society - and people will add it to their list of WHY they will move elsewhere. SO VERY VERY SHAMEFUL.

The guns involved were used...the people he got his drugs from were not arrested or convicted for about a year...
And after more crimes on the news...
Of course by other counties..
And the girl he used was in need of help ..
I have lots of names and stories too...and I think the fact that A Lot of convictions were possibly being questioned had something to do with this decision.
This judge and these police should be followed to be sure that All others revive such a sentence as Mr Becker's! !
I had so many horrible experiences with this man as an official ..
But it all makes sense now
Unfortunately some who came in contact with this 'officer ' can not be with their children ever..
The extent of addiction ..the crimes ...the lives lost ..the drugs in this town..the children involved ..

I lost my son for a couple years ( jail) because of illegally obtained police work by Mr Becker. My son did not do the crime but he did the time. Now dont get me wrong he was no angel but Mr Becker wasted alot of his detective work that could have gone to important police matters. Anyway, do I think that the Judges verdict in this case was unfair. No. Losing my son for those years was the biggest heart ache I ever had, imagine how 3 young sons would feel without a father for 20 years. To me that would be a crime . I am sure there are other cases that the Judge was leniant in too, we just dont hear about it. Let the man go on with his life and family. Only time will tell if he was ever a good man. We will never know if he was a good cop.

So many insightful blanket statements. John was smart enough to be a highly decorated cop for 16 years, smart enough to turn around his life after his addiction and will be smart enough to maybe someday get through to an addicted alcoholic cop who may decide not to drink one day and thus taking another drunk off the road that potentially could kill your family member. Ultimately John Becker as a counselor will save lives and although you may never agree but many educators within the behavior health system understand,.he is better served fighting exactly what put him in this predicament than removing him from the fight by incarceration. That is clear.

Sorry, but how do we know he was a honest decorated cop for 16 years? Was he obtaining his convictions legally ? Did he ever plant evidence ? I know for a fact he planted evidence and coached his victims to lie to get convictions. For me to sit here and listen to you stick up for a friend who was treating young people in Hatboro like crap, makes me sick. Will he help all the drug addicted young adults who he put in jail ? Do you know what kind of a black eye this gives the police dept. ? They all work too hard to have one cop tarnish years of protect and serve.
Talk to the people in your behavoir health system about how drugs bring out the real
person before they crash. Yes people change . This man had a good job, great family, a support system in place but still chose the long dirty path he took. Where were you during this evil time in Mr Beckers life. You should have helped him then.
Mr Becker has set up alot of young adults in Hatboro to be felons forever. These arrest records will be on there record forever .How will this change there lives in the future to get a job or go into the military ? Maybe one of his friends can explain how he feels about all this, instead of sticking up for him.
. He was truely evil. But Mr Becker has a hard road ahead of him and even though he hurt my son and my family, I hope everything works out for the best for him and his family.

Tom and Public Spirit, while the compassion you both show is truly admirable, I can't disagree more. Perhaps after he served a bit of a stretch, I would be inclined toward compassion. Also, had I known when Mr. Becker's sentencing hearing was I would have attended a hopefully been given a chance to speak, he ruined so many people's lives because of his selfish needs. We all know that the addict is selfish, it's part of their psychological make-up. I am sure he has rehabilitated himself but I still feel he needs to serve some considerable time so that he can remember how low he dropped. Bottoming out, as it is called. A stint in jail is a powerful reminder of where you never want to go again, it's also a great motivator not to use again.

It doesn't matter if you steal, lie, break the law, blackmail, threaten people, et ceter, as long as you're a state sponsored gang member with a family. You'll only get a slap on the wrist, get to spend Christmas with your family anyway, and because you said you were really really sorry, you'll be hailed as a hero and example rather than the scumbag you are. I want to know if he now a convicted felonist? I want to know if he is on suboxone, to relieve the craves. He's no better then anyone else. What goes around, comes around... How's the journey so far? Life long craves..... this is far from over... He shouldn't be allowed to work with VIPER. He should not be allowed to work with people on meds for their addiction situations. There are people who have been clean for several decades who still crave, but Becker can manage to pull it together in 2 years? Zero respect for the Judge. I have been thinking about this since I heard the sentence and I still remain speachless. At first I was so mad at Becker but then I realized it is really the judge who screwed up. What was he thinking? 15 days is a total joke, an insult to everyone else. Becker used my son too. I understand all too well how addiction affects people but I do believe (having officers in my family) that they are held to a higher standard. The amount of crimes that he committed would send anyone else away for a long, long time. Why should he walk away with little more than a slap on the wrist? As far as him turning his life around by helping others, where do you think most of the counselors come from? They are former addicts. Really what kind of job would be have been able to get? John, you have to live with what you have done to others. If I knew anyone that Becker locked up I would be telling them to get a lawyer and Go before Judge Page so he can treat everyone fairly. That is all any of us wanted, was for him to pay for his crimes just like everyone else. The young kids that he locked up went to jail for far longer.

Matter of fact, Leone got sentenced. NOTHING HAPPENED TO THE TROOPERS. It's caught on their dash-cam. it is unbelieveable.
